రాజకీయ నాయకులూ, ప్రభుత్వాలూ ఏమీ చెయ్యట్లేదనీ, జనాలంతా అవినీతిపరులైపొయారనీ తెగ బాధపడిపోయే చాలా మంది గమనించారో లేదో గానీ, ఈ మధ్యే మన వాళ్ళు చాలా మంచి చట్టం ఒకటి తీసుకొచ్చారు. అదే ప్రాధమిక విద్యా హక్కు చట్టం (Right To Education Act). రాజ్యాంగం Art. 45 లో ఇచ్చిన ఆదేశిక సూత్రం ప్రకారం నిర్భంద, ఉచిత ప్రాధమిక విద్య ప్రతి భావిపౌరుడికీ ఇప్పుడొక హక్కు. ఈ చట్టం అమలులో నిధులు ఎంత మాత్రం అడ్డంకి కాబోవని సాక్షాత్తూ ప్రధాన మంత్రి గారు భరోసా ఇవ్వడం అభినందనీయం. ఆమధ్య నా ఆంగ్ల బ్లాగులో RTE గురించి వీలయినంత సరళంగా వివరించే ప్రయత్నం చేశా. ఒక లుక్కెయ్యండి. నిరాశావాదుల్నందరినీ కొంచెం సేపు పక్కకునెట్టి, మనమంతా కొద్దిగా participation చేస్తే ఈ చట్టానికి దేశ భవిష్యత్తుని మార్చే శక్తి వస్తుంది. ఈ చట్టం అమలులో సాధ్యమైనంత రోల్ పోషిద్దాం. లేదంటే.. ఎప్పట్లాగే కడుపులో చల్ల కదలకుండా కూర్చోని, మనం తప్ప అందరూ ఈ దేశాన్ని నాశనం చెసేస్తున్నారని ఆయాసపడదాం..

Looks like things are going in the right direction to some extent. Hope this act will pave the way for the growth of more emotionally balanced and a more rational generation. People who understand the true meaning of democracy, people who understand religion is a necessity for the society but at the same time understand it also needs to evolve and it is not absolute, people who respect others fundamental rights....well the list is endless :-)
రిప్లయితొలగించండిWP, thanks for the post and the link, I kind of glanced through the RTE_Model_Rules.pdf. Most of it looks good. I think this will improve the role of local govts. to some extent, which is a good sign. One thing I particularly liked is

Good they covered all the castes and didn't restrict this protection to a few. I know it is a very minor point.
having a TOC would have improved the readability of the document. Hopefully some day Govt. will understand making things user friendly

రిప్లయితొలగించండివాళ్ళు అమలు చెయ్యాలనుకునే విధానాన్ని ప్రజలకు చూపించి ఇంకా ఏమైనా సూచనలుంటే చెయ్యమంటున్నారు. ఆ మాత్రం పారదర్శకత మంచిదే కదా!
ఇక మామూలు ప్రజానీకానికి వస్తే, రేడియోల్లో ప్రకటనలు ఇస్తున్నారు ఫోన్ నంబరు తో సహా. గ్రామాల్లో, పట్టణాల్లో ప్రజలు మాములుగా వాళ్ళ ప్రతినిధులకు feedback ఇస్తూనే వుంటారు.
ఇంటర్నెట్ వాడే వాళ్ళ కోసం ఈ పద్దతి వాడుతున్నారు. చదువుకున్న వాళ్ళకు ఈ చట్టం ప్రాముఖ్యత బాగా తెలిసివుంటుంది కాబట్టి, మేమంతా గమనిస్తున్నాం అనే సందేశం ప్రభుత్వాలకి మనం పంపగలిగితే కొంత మార్పు రావచ్చు.ఏమంటారు ?

Your minor point is actually a significant one. Looks like we are getting there. At present we do not have folks who raise such fundamental issues. I hope to discuss this issue at a later point of time.
